Paid reach saturates fast in a market this size
There is a point in Kuwait beyond which additional budget on the same channel buys diminishing incremental customers, largely because it is reaching the same people with the same creative for the fourth time. Recognising that point and moving budget rather than increasing it is often the single largest efficiency available to a Kuwaiti business, and it is almost never the recommendation an agency paid on media spend will make.
Two other distortions are specific to this market. Influencer marketing is unusually dominant here and unusually poorly measured, with fees routinely paid against follower counts that have no established relationship to sales. And word of mouth remains the strongest acquisition channel in most categories while receiving essentially no deliberate investment, because it is difficult to invoice.
So the work starts before any media decision. Who actually converts and retains, as opposed to who clicks. What a customer really costs to acquire by channel, including the channels nobody currently measures. Whether influencer spend produces sales or produces reach, tested rather than assumed. How referral could be built into the business deliberately, given it is already doing the heavy lifting informally. And what message fits which segment, in the language that segment actually uses rather than the one head office drafts in.

One honest boundary. If the underlying issue is that the offer is not distinctive, no acquisition tactic will repair it and spending more simply buys more people who compare you to a cheaper alternative.
